HDL Template to create goals in goal plan (not assigned to employees yet)

Hi,

Are there any example templates to create goals in a goal plan directly?

As I mentioned, we would like to create goals in goal plans firstly.

Then we would like to assign the goal plan to the employees, including the loaded goals in it.
