Offer Assignment page fields not populating to Promotion page through ORC?

Issue:- We have selected Person Type " Admin" while creating the offer on assignment section, once Move to HR is done, HR person is trying to do the promotion transaction through Manage Job Offers page, the Person type not populated automatically to Assignment section.
