HR users dont have access to update/Delete role delegation

Summary:

Hi Team

We are trying to update/Delete role delegation done by other users to proxy users . But we as a HR users dont see Either edit button nor delete option to remove existing role delegation . Can any one confirm if this is expected behavior and how to update/delete existing role deletion . Our HR users already have role Manage Role Delegations . We also tried using HDL and HSDL but we are getting below message
