Local name should be mandatory

When performing the Convert action, the system allows me to proceed to the next step even though Local Name is defined as a mandatory field.

As you can see, no Local Name has been entered for the employee.

The local name is defined as mandatory in the Person Name Styles task for this country.

What can I do?
