OTM Restrict move order to shipment action

Is there any way in OTM to not allow moving an order to an existing shipment, if the shipment's rate conditions(not the lane of the rate) don't satisfy that order?

For example:

Order 1 destination is of region-1

Order 2 and Order 3 have destination location under a same region region-2

Order 2,3 are in one shipment

The rate of this shipment is as like

If Order destination is in region 2: apply cost 123

If Order destination is in region 3: apply cost 456

So this rate does not have any condition and cost of destination region-1, but the lane of this rate is generic- like country to country, and all 3 orders are of same country.
