Use contract manufacturing without B2B SO and Planning.

Can Contract Mfg work without both B2B sales order and Planning? In our scenario we want to create the WO in the CM org manually or through an integration (but not through Oracle Planning or B2B sales order). In our case, Planning system is not Oracle, it is a different Planning application. How do we link the CM WO created through external Planning in this case with t? Do the APIs support the WO linkage in this case so that WO/PO is linked and we execute the contract mfg flow as desired?
