Action Menu disappearing after business rule runs

Summary: An Action Menu on a web form disappears following the Save and execution of business rules. The Action Menu will reappear following refresh of the web form.

The Action Menu shown below is visible, however after the Rules attached to the web form are executed the displayed Action Menu disappears and becomes unavailable.

The first rule to run is set to 'Run Before Save', 'User Members on Form', and 'Hide Prompt'. This rule is a Groovy Validation rule to ensure the proper entries have been made within the data entry
