REST API to attach a file to a request - help on syntax

I cannot figure out the syntax to use on the File parameter for the "Upload a request item file" to a request when I'm trying to attach a file that is in the staging folder

I am working on a process where a business rule in EPBCS will create and submit a request to EDM. I have been able to create a request and transfer an xlsx file from Planning to EDM in the staging folder but I cannot get this logic to run successfully. I have tried to just pass the file name in both file and fileName parameters, I have tried to give the full URL for the file location, I've tried adding different portions of the folder path in and am getting the following error in return:
