expenditure types not appearing in Transaction Controls LOV

Summary:

On project templates, we want to include expenditure types in Transaction controls at task level. However, the expenditure type LOV of Transaction Controls has no values. Expenditure types are not appearing in the LOV.

Does anyone have any idea what could be the issue?
