Marking Offering as Bypass and Complete in Mass Actions

Summary:
I have built a Course and then we have 4 offerings on that course. The offerings are open for 3 month time periods (they are Quarterly offerings) and they do not have any activities within the offering. The safety team teach these offerings at any given day or time. For example, one manager may teach on a Monday and one may teach on a Friday. The process is for them to enroll the learner, then mark the learner completed during the offering or just after. I am running into the issue that the offering can not be Bypass Completed, it
