Contingent Workers can not access learning

We have a custom Contingent Worker role, I have added all of the aggregate Learn privileges to this role and ran the processes. I've also tested with the seeded contingent worker role. The Contingent worker still gets an access denied error.

What do I need to add to the role to resolve this? Or is the problem not with the role? I checked the Course and it's not expired.

We are on 26A, We have not fully converted to Redwood for Learn Admin so the Learning Catalog (Admin) is Responsive, but the Learner Self-Service Area is Redwood.
