Is there a way in OTM Application to give read only access to the user across all the modules ?

Summary:

We are looking for guidance from the community on implementing read-only access throughout the OTM application (We have few workarounds like using ACL/VPD/Screen changes). But looking for specific guidance if any other work arounds available (G-log properties etc.,)
