How to restrict "New Outbound Shipment Request" sending SO to 3PLwith only on hand stock reservation

Summary:

SO1 created for Item A with 100 Quantity.

Stock is 0

When we run "New Outbound Shipment Request" SO is not send to WMS since no stock.
Create reservation as follows

Demand = SO1

Source = Transfer Order

Qty = 100

Again we run "New Outbound Shipment Request" SO is interfaced to WMS even no stock. We want to restrict this.

Can we able to restrict the the SO being send to WMS with only on hand reservation?
