Deploying New VBS Requirement to PROD Before Previously Approved Changes

We have several VBS changes that were migrated to UAT and approved, but their PROD deployment is currently on hold. A new requirement has now been developed, and it needs to be deployed to PROD before the previously approved changes. We are using CI/CD pipeline-based deployments.
Could you advise on the recommended method in Oracle VBS to deploy only the new change to PROD while keeping the earlier changes pending
