How to create a supplier site that is not allowed to use in RFQ Soucring

I want to create a supplier site that is available only for creating PO or BPA.

I want to create a supplier site that is available only for creating PO or BPA.

So, I have created a supplier address having "Ordering" only in "Address Purpose" section and have created a supplier site having "Purchasing" only in "Site Purpose" section with associating the created address.

Then I have checked that system shows the supplier site at "Suppliers" tab in the RFQ creation page or not.

The result is system allow to select the created supplier site even though its associated addres's address purpose is "Ordering" only.
