New employees or Contingent workers are not available to select when managers try to setup schedule

Summary:

When new employees or Contingent worker start and managers try to set up a schedule for them in workforce scheduling, these individuals are not available to select. We were told to run/schedule the process below to avoid the issue however, we scheduled the process to run every morning at 6:30 under our XXXXXXXXX account but the process does not run , it gets cancelled every morning with the error posted below:-
