MFA requested when page expires

Hi,

the business requirement is not to have MFA for all users.
I was told the expected behavior is when the Fusion session expires due to inactivity, Fusion redirects users to IDCS (/myconsole) to authenticate again, since IDCS is the login provider. During this re-authentication, IDCS evaluates its sign-on policy, which is why some users may see an MFA screen.

I would like to disable MFA when the session/page expires, so that users are never prompted with MFA again. How can I achieve this?
