Unable to edit requester on redwood purchase order page

Summary: If a purchase order is created from a requisition, classic UI allows buyers to change the requester where as redwood UI does not. Requirement is that if a requester has left the organization then buyers should be able to change the requester since there are invoice approval related workflows which need a valid requester on the PO.
