BPA Sourcing Fails with POR‑2010896 When Session Language = Japanese, Works When Language = English

Hello Everyone,
We are facing a strange issue while creating a Purchase Requisition through REST API in Oracle Fusion Procurement.
When the user’s session language is Japanese, the requisition creation fails with the following error:
For LineNumber 1, no matching record was found for the combination of values specified in the attributes SourceAgreement and SourceAgreementLineNumber. One or more of the specified values may be invalid. (POR-2010896)
However, when the same user switches the application session language to English, the same payload, same BPA, and same agreement line work perfectly — the requisition is created successfully with correct BPA sourcing.
