What are the license implication for the privilege GTG_REVIEW_ACCESS_REQUESTS_PRIV?

Wanted to understand the license implcations for this particular privilege.

Name	Review Access Requests
Code	GTG_REVIEW_ACCESS_REQUESTS_PRIV
Description	Allows user to review role requests that have been specifically assigned to them.

Since we are looking at a solution for Advanced Access Request where the Manager of the User will review after it has been assigned to them, this privilege will be provided at a larger scale.

So does assigning this privilege count as a license cost?
