Custom alert to learner: Change to activity that learner is enrolled to

Summary:

I am looking to configure a custom alert that gets sent to the learner when activities they are enrolled to change (ie change in time, location, or if its deleted). We are going to turn off the seeded event alert that does this in learning as we need the alert to be sent automatically.

Has anyone had any luck with creating this?
