Learning banner is appearing whitewashed after P2T refresh

Summary:

After a P2T refresh, our default catalog settings go away and all of our banners for Courses, Specializations, and all communities are being whitewashed out in our lower environments. I Have reuploaded the custom cover art and reselected the correct cover art image in the configure catalog default settings and nothing changes, the banners still stay whitewashed.

How can this be fixed?
