You must provide a valid value for Billto Party Contact ID attribute for the ShipmentRequest service

When creating a sales order Via Interface and manual we are getting this error "You must provide a valid value for the Bill-to Party Contact ID attribute for the ShipmentRequest service. The current value is null."

We have checked all the details at customer master level and all the details are fine and at place.
