Unable to add existing location or new location when creating a classroom

Summary:

We have created a copy of seeded Learning specialist job role. Have added below mentioned aggregate privileges to it.

View Trading Community Location

On top of this custom Job role, we have created data role where Person security / Public Person Security is based on AOR ( Country Based) is assigned.

Various catalog objects like courses / Offerings are getting restricted based on AOR. However ,when we are trying to create a new classroom, then we are unable to assign any existing location / add a new location to it as no LOV is shown. Attached screenshot for reference.
