Unable to restrict the Person list which is shown While creating an Instructor

Summary:

We have created a copy of seeded Learning specialist job role. On top of this custom Job role, we have created data role where Person security / Public Person Security is based on AOR ( Country Based) is assigned.

Various catalog objects like courses / Offerings are getting restricted based on AOR. However ,when we are trying to create a new instructor, then we are able to see persons in the list which are not part of the security and should not be shown . Attached screenshot for reference.

We have run various processes ( Retrieve Latest LDAP Changes , Import User and Role Application Security Data , Send Pending LDAP Requests, Compute Users ACL ) , however the issue still persists
