Can learners pay for Learning Item in oracle learn?

Issue Description:
Pricing has been configured for a specific course offering, and the payment method is set to Manual Payment. However, during learner enrollment, the system only displays an informational note regarding the course cost. The learner is able to complete enrollment and access the course content even though the payment has not been validated or confirmed.

Expected Behavior:
Learners should be redirected to a payment gateway during the enrollment process, and access to the course should be granted only after successful payment confirmation.

Current Limitation:
With manual payment enabled, the system does not enforce payment validation prior to enrollment, allowing learners to start the course without completing payment.
