How do you manage Evaluate Absences for uplift of Statutory Rates?

Summary:

For UK Legislation, changes to Statutory Rates for absences (SSP, SMP et al) are delivered by Oracle via Upgrade or CMB annually.

In order to apply the uplifted rates to existing absences it is necessary to run Evaluate Absences to reprocess all open statutory absences that commenced before the start of the tax year (6 April).
KB90573 gives the blanket instruction to run the process from one day prior to the earliest open absence. This misses some important nuance however:

1. Absences with a start date prior to the transition date to New Statutory Sick Pay Processing cannot be reprocessed, so the earliest date to submit for would be the transition date. (See
