Approval rule is defined on the basses of submitter

Summary:

The client has defined the approval rules and condition on the basses of submitter for change order (for ex Approval chain of submitter), but the business is facing issue as the correct approval chain does not appear until the PO is submitted, so if they have to override the approver over 'X' person the 'X' person appears after submission, so now they are withdrawing the change order and then overriding the approver for the person 'X'

Is there any workaround without changing the condition of submitter
