What drives the forecast period for an outstanding commitment (PO)

Summary:

Client will use project forecasting. As they have projects with open commitments in future period, say current first forecast period is Mar-26, but in the open POs the delivery date is Oct-26 with an expenditure item date in Sep-26. In which period will the commitment appear as part of the forecast? Does the PO delivery date drives the ETC period (Oct-26) or expenditure item date (Sep-26) or do all open commitments appear in the first open forecast period?
