Process Events for Workforce Scheduling person selection formula rule error

Summary:

We are trying to develop a fast formula to use in the Process Events ESS process for Workforce Scheduling. The background to this is we only want to process new hires to allocate a work pattern and you can't disable the seeded events for workforce scheduling to stop it processing assignment changes.

At the moment, I am just using the example person selection formula here Person Selection to try and work out the behaviour of workforce scheduling processes - so nothing more complicated than this. The formula compiles successfully from 1/1/51.
