Lease Asset Type Action Create is greyed out

Summary:

We are trying to utilize Lease Accounting. The security job role that includes ORA_FLA_LEASE_CONTRACT_DUTY has been created and assigned, with the appropriate data rights that points to our business unit. Our Financial Application Administrator role also has Manage Lease Configuration.

However when trying to add Lease Asset Types in Manage Lease Accounting Lookups, the Actions arrow with Create/Delete are greyed out.

We also are not able to search in Lease Accounting - Leases, and all of the actions are greyed out (Amend Lease, Resume Changes, View Changes, Manage Options, Terminate Leases, Impair Lease, Cancel Lease, View).
