Setup Incompatibility between Plan Run and Collection S

Summary:

'Plan Run' overlaps with the 'Collection Job Set' so we have scheduled 'Plan Run' to start 30 minutes after the estimated 'Collection Job Set'. However, we are planning to have more sites onboarded and will have many other Plan Runs. We are unable to setup an Incompatibility on the Plan Run since its not an ESS job.
How can we setup an incompatibility between these - more specifically between the Plan Run and 'Create Tree Structures' that executes after the Collection Job Set
