Fusion applications quarterly update - configs frozen/unchangeable during blackout period

During a quarterly update blackout period, certain things are not allowed:

• P2T/T2T clones.
• Sandboxes must be published, or you will lose the sandbox
• Some configurations are frozen and unchangeable. For example, during a quarterly update blackout period, we could not update a picking rule configuration.

At one point, I saw within the documentation a comprehensive list of all module configurations that are frozen and unchangeable during the blackout period. However, I can no longer find that list. Where can I find it please?
