Learning Assignment Notifications Not Triggered for Learners

No notification was received upon assigning a new learning assignment to learners. I tried assigning a course/offering to learners through the Learning Catalog by selecting a specific course or offering. The assignment was successful, and I manually ran the Process Learning Records job. I also manually triggered the New Learning Assignment alert, but no notification was received through either the bell notification or email. Does anyone know about this one? Thanks!
