Why is target node getting deleted if the source node is getting deleted even with Top Node Filter?

Summary:

One application is subscribed to another with Top Node Filters enabled. All actions are allowed. If a node is getting deleted outside of the Top Node in the source, the subscription is deleting the node in the target.

How is that possible? Does the subscription treat delete outside of the top node filter?
