Can we alert the supplier that Request to Resubmit is pending with them for action

Summary: During the supplier registration approval, one of the approver clicks 'Request to Resubmit' with appropriate comments for the supplier to respond. However the suppliers claim they have not received the request email. Our ask is

1. How can we track if the mail was sent to the supplier or not. Can we re-trigger the mail from application?
2. is there a way in Oracle out of the box to alert the supplier that their request was sent back and is awaiting their action? Just like we have for the qualifications that are manually sent, where we can send them reminders, is there a way to send them automated notifications that they have actions pending?
