Submitted Budget status remains

IHello, I was performing (manually) many project baselines as this
example proj 84 for aaa business Unit:

over 70 projects this action ( it was done by same user, one after the other) was successfully and we can see the at Manage Project Budget

but for this other project 999 same business unit aaa, at Manage Project Budget, it remains Submitted status:

How can we get this project 999 to the baseline status (same as the 84 example), or how to delete this version in order to try baseline again?
