HCM–PPM Configuration Review for Timecard Entry Issues

What are the configurations between HCM and PPM that control timecard entry? We have two projects with identical setups—same organization, resources, business units, dates, and tasks, with transaction controls left blank with "Exclusive" option. However, for Project A the resource is able to enter a timecard, while for Project B the same resource is unable to do so.

Could you please outline all the HCM and PPM configurations required for timecard entry and highlight which setups might be causing this discrepancy?
