LCM with Charge basis as 'Variable Percentage of Item Price' Not working

Summary:

While selecting the Charge Basis as “Variable Percentage of Item Price” during the creation of the Trade Operation when adding the charge, the Rate field is not visible or become display only field

As per the Oracle documentation, the percentage rate should be defined at the PO Schedule or Transfer Order Shipment level. However, we are unable to locate any field to input this percentage value. We have verified this in both the Classic and Redwood PO pages, but the field is not available in either UI.
