Allowing Non-Owner User Groups to Post and Approve Journals in Approval Units

Is it possible to allow other user groups to post journals for the approval units, even though they are not the owners of those approval units?

Here is the use case: We have enabled the process flow without any journal approvals. In the approval process, some owners are defined by different user groups. However, there are additional user groups that are not current owners but need to create and approve journals due to the complexities within their groups. Although the necessary journal create/post application roles have been assigned to these users, the system still does not allow them to post journals, stating that they do not have authority over the approval unit.
