VBAFE List of Values in Attachment Worksheets

I am trying to create a working list of values for the attachment category when adding attachments to requisition lines in VBAFE. Unfortunately, the automatic pop-up to upload an attachment to the attachment line in the VBAFE template is preventing the list of values from showing.

I have successfully been able to define a value set for the attachment category list of values using both a REST API and a local data source, but in both cases the list of values is not showing because the pop-up to add an attachment appears to be blocking it. Functionally, the list of values logic does appear to work, as values put into the field are being validated against the values in the value set and the field gives an error when the entered value is not part of the value set.
