Enabled Redwood Course Management and Assignment Management but worker search not working

Summary:

This issue is causing while creating assignment or assign learning from the new learning redwood assignment management page. My client group > Learning and development > Learning Assignment profile > Assign learning >Audience > Add by person. Person search not working.
I recorded the HAR file and the logs says workerSearchesV2 is not working as it has some missing permission mentioned below.

Note : This update also has one limitation that it doesn't come with Requesting Non-Catalog Learning Request as a Learning Administrator.

"detail": "National identifier filtering isn't enabled. To use this filter, update your profile option settings." Fixed this one.

"detail": "You don't have permission to use the National Identifier filter."
