How to make announcement on news feed home page?

Create announcement on the home page

Content (please ensure you mask any confidential information):

Make an announcement (example: announce a new coming release to users) on the home page.

Currently, using the Tools → Announcements is quite limited: can put this on top or bottom of home page.

Can we do something that the announcement is placed on the side, to remain visible to users while working in the UI?

What other options of doing announcement do we have?
