Why can't change Budgetary Control Settings-Control Budge Details for active projects?

Summary:

Even though I've enabled the setting, it won't let me edit the Budget Details; the option to select it is disabled.

Configuration:

Please let me know if it can be updated or if there's a way to enable the options.
