How to Redisplay Action Bar in Help Desk Service Request Page

Several of our Help Desk Agents (one Admin included) no longer see the Action Bar when they click into a Reqest. When I log into a non-production pod as that same user, I do see the Action Bar.

When clicking into a Help Desk request, the agent or administrator can't see the Action Bar where they can choose actions like Transfer or Assign to Me. I don't know how or why that disappeared, but is there any way to instruct them to get that action bar to display again? In Production (I have admin role), I do see the action bar. I then logged in as one of the administrators in two of our non-production pods (all on same release as production), I also see the Action Bar, but some users don't see it
