The HCM Hire transaction shows as Completed (green), but the approval flow appears empty

The HCM Hire transaction shows as Completed (green), but the approval flow appears empty. However, the History section displays the correct approval flow.

The transaction is "Hire an employee", I have reviewed the Rule, everything seems to be fine.

The approver is Active and the Role approver also is Active, this Role is assigned to 4 active employees, just 20% of this transactions (Hire an employee) have this strange behavior. another 80% Hire an employee works fine.
