When uploading the AOR template through the HDL file it is throwing error

Basically we are trying to bulk assign AOR for 300+ users through HDL template. The import status is 100% successful but load status is failed. We are trying to assign requisition AOR so at first they are asking for RecruitingOrgHierarchyId so we updated the id and still it is showing error. I am attaching the AOR template screen and error both.
