Timecard Error - Cannot Save Timecard Please Try Saving Again

This is technically a reposting of the same question I'd asked in this post, but posted it in the wrong category.

We are trying to make a change in our system to accommodate a new group of users who have a unique set of rules for how their OT calculates. We've set up some configuration in our system to try and do this, but when our test user goes to save or submit their timecard it pops up a generic error of "Cannot Save Time Card. Please Try Again." I will do my best to outline everything we did to set this up, and hopefully someone will be able to point me in a direction. Relevant screenshots will be attached.
