How can I do relevant upgrade announcement on News Feed home page?

What are the possible options to make an announcement on News Feed home page?

Currently, we are using the option: Tools → Announcements

However, the alert is displayed at the bottom of the page. So, not really visible to user.

Is there a way to put the announcement on a side of the UI home page: left or right?

Are there any other ways of customizing or other seeded tools/tasks to use to make an announcement on the home page?
