Does Management BU and PCBU should be same for COGS getting recognized?

Summary:

Hello All,

We are having a scenario where there are 2 PCBUs under 1 BU, so we have created PCBUs as Management BUs and enabled only materials management, so if am creating a sales order in this BU, in transit valuation is getting recognized instead of COGS.. can anyone please explain??
